The European Commission has published Q&A documents on four of the main topics in the CFP reform: discard ban, maximum sustainable yield (MSY), Regionalisation and transferable fishing concessions (TFCs) These documents are also referred to as ‘non-papers‘, i.e. they are not official legal documents but rather meant to spark discussion.

Update 10 February 2012: The Commission has now also published a non-paper on The Social Dimension of the CFP Reform.
